Hobby School Poll Exposes Harris County GOP Leadership Crisis: 64% of GOP Voters Undecided, Incumbent Stalls at Just 18%

A recent University of Houston Hobby School of Public Affairs poll has revealed what grassroots Republicans across Harris County have been feeling for years: a growing lack of confidence in the current direction of the Harris County Republican Party.
While the three-way race for County Chair shows multiple candidates in the field, the most significant finding is that 64% of Republican primary voters remain undecided. In a primary election, among Republican voters, that level of uncertainty signals more than a competitive contest, it reflects deep concern with the Party’s trajectory after more than five years in which Republicans have lost over 80% of countywide races.
Even more telling, the incumbent Chair, after decades in local politics and nearly six years leading HCRP, received just 18% support in the poll, a figure that mirrors the same ceiling Republicans have struggled to overcome in recent countywide elections.
“After six years in charge, if nearly two-thirds of Republican voters are still undecided and the incumbent can’t break 20%,” said candidate Michelle Bouchard. “That’s not momentum; it’s a vote of no confidence in leadership that’s left our party stalled and losing.”
The Michelle Bouchard campaign also noted that the results underscore a broader challenge: Harris County Republicans are not divided on values, but on execution. The path forward will require disciplined infrastructure, year-round voter engagement, stronger candidate recruitment, and accountable leadership focused on measurable outcomes.
With early voting underway, Republican voters now have the opportunity to chart a new course for the Party’s future by supporting leadership committed to rebuilding a winning operation for Harris County.
