MICHELLE BOUCHARD LAUNCHES BOLD CAMPAIGN TO UNITE AND REVIVE THE HARRIS COUNTY REPUBLICAN PARTY

HOUSTON, Texas — December 1, 2025 


Longtime civic leader Michelle Bouchard today officially filed her candidacy for Harris County Republican Party (HCRP) Chair, introducing a results-driven plan to restore unity, accountability, and momentum to the GOP’s largest county organization.


Bouchard, an HCRP Precinct Chair, said the Party must change course after losing more than 80 percent of countywide elections over the last five and a half years. “Corrupt Democrats are enriching themselves and their cronies without accountability because Republicans have failed to mount a serious challenge,” she said. “Harris County was built on courage and grit. We honor that legacy by having the courage to embrace change.”


Bouchard emphasized that the Party can no longer “do business as usual,” pointing to a recent national study showing Gen Z and Millennials will make up 60 percent of Republican voters by 2028. “We cannot ignore this next generation,” she said. “They want unity, vision, safety for their families, and results — not endless internal fights.”


She described the loss of the entire Cy-Fair ISD school board—a longtime Republican stronghold—as a turning point. “This happened because of political missteps and ineffective messaging. It cannot happen again,” she said.


If elected, Bouchard plans to rebuild HCRP into a “well-oiled, well-funded machine that wins elections,” grounded in a measurable, disciplined framework of GRIT: Goals, Results, Integrity, and Team. Her priority is to build a bigger, younger, broader coalition of Republicans and conservatives focused on winning in 2026 and beyond.


An eighth-generation Texan, Bouchard began her political journey at 18 working on Ronald Reagan’s campaign. She often cites lessons learned there and in later work with President Trump’s coalition. “Reagan and Trump both showed that when Republicans talk less about each other and more about results for working families, we win — and so do our communities,” she said.


Bouchard has a long record of community impact. She raised $1.6 million for high school programs at Jack Yates, Sharpstown, Westside, and Lamar; co-founded Save the Trees of Montrose (saving 450 live oaks); and founded The Alta Arts to expand cultural access in Gulfton and Sharpstown.


ABOUT MICHELLE BOUCHARD

Michelle Bouchard is a lifelong Republican born in Liberty, Texas, with decades of experience leading civic, nonprofit, and public-sector initiatives. As president of national nonprofit HealthCorps, she worked with Dr. Mehmet Oz (now CMS Administrator) to expand programming to 23 states, reaching 2.5 million students and raising more than $70 million. She has overseen multimillion-dollar budgets, built public–private partnerships with Fortune 500 companies and federal agencies, testified before the U.S. Senate, and was selected for the Defense Department’s Joint Civilian Orientation Conference (JCOC).


Bouchard previously held senior government roles in New York, including Vice President of Finance & Administration for Governor’s Island, managing $123 million in operating and capital budgets and serving during the post-9/11 recovery effort. She has been endorsed in past campaigns by leaders including Mayor Michael Bloomberg, Governor George Pataki, and Rudy Giuliani.


In Houston, she serves as a Precinct Chair; member of the HCRP Candidates and Conventions Committees; co-founder of Red Riders Houston; and board member of the North Montrose Civic Association. She is active in multiple Republican organizations and civic groups.
